Thisis plugin for ASI Loader that removes game file checking and allows to change any game files. Also this plugin unbinds u don't need any patchers. Fix is marked as "Advance" from patch because 1.0.0.4 has the detection of asi loader, asi plugins and some other files like 1911.dll, this check is also disabled by this fix.

Goto the GTA 4 folder and right click on the GTA IV.EXE than click on Properties, Compatibility and check the box that Disable Full Screen Optimization. This solved it for me.
